Procedures for applying the “employee card for returnee in Yunnan”

 According to the principles of The Regulations Of Encouraging Overseas Talents Working In Yunnan By Provincial Government And Provincial Committee , the Provincial Department of Personnel is the workplace for the overall administration of overseas talents in Yunnan Province. The workstation is responsible for providing services for them in policy consultation, job recommendations, allocation, and conflict mediation and so on. These talents include those who have got Bachelor’s Degrees and above degrees in foreign universities, supported either by government or on self-expenses, visiting scholars and those who have got the domestic Bachelor’s Degrees and above degrees or vantage and above processional certificates with at least one-year further study in foreign universities or scientific institutions and have gained some achievements in certain fields,  the advanced visiting scholars who have obtained high-level professional certificates and done research in foreign universities or research institutes for at least half a year, and other talents who can work for the economic development of  Yunnan Province. They should come to the workstation which belongs to Provincial Department of Personnel to fill in the Registry Form of Overseas Talents Working in Yunnan and hand in the material as follows:

 Domestic graduation certificate and duplicate: 2

Company reference: 1

Permanent residence booklet and duplicate: 2

Photo (1 inch): 6

Foreign diploma certificate and duplicate: 2

Overseas talents certificate of counsel and duplicate: 2

 Passport and duplicate: 2

Thesis and achievements certificate and duplicate: 2

 Overseas talents are expected to provide overseas talents certificates which are authorized by Chinese Council, in order to transact the employee’s card for overseas talents working in Yunnan.

The workstation will sort out and check the material provided upon receiving, and then transfer them to the Provincial Department of Personnel for approval. After approving, talents overseas will be given The Employee’s Card for Overseas Talents Working in Yunnan by the No. 1 Section of the Provincial Department of Personnel. Those who will resident employees are given the green covered one while those work in the short term the yellow ones.
